The Statutory Duties of National Parks

This document summarises the statutory duties of our National Parks, as established by the National Parks and Access to the Countryside Act 1949 and the Environment Act 1995.

Conservation & Enhancement

To conserve and enhance the natural beauty, wildlife and cultural heritage of the area.

Public Understanding & Enjoyment

To promote opportunities for the understanding and enjoyment of the special qualities of National Parks by the public.

Sandford Principle

Where there is an irreconcilable conflict between conservation and public enjoyment, conservation must take priority.

Duty to Foster Communities

In pursuing the two statutory purposes, National Park Authorities have a duty to seek to foster the economic and social well-being of local communities within the Park.

Planning Authority Role

National Park Authorities are the local planning authority for their area, exercising town and country planning functions.

Duty to Co-operate

All relevant authorities (public bodies, statutory undertakers, etc.) must have regard to National Park purposes when exercising their functions affecting National Parks.
